what is the art work saying to a viewer?

I picked a piece of art work on the website http://blog.smithsonianchannel.com/wp-content/uploads/2009/03/1934.jpg . This picture is by Robert Brackman and the name of the painting is Somewhere In America. In the picture there is a little girl and she is sitting at a table holding a stuffed animal. She looks sad and like she was just crying. This painting was made during the depression, and shows the how these troubles affected everyone. In the painting everything has a dark tint and kind of looks depressing. This painting could be for any age, it’s good because it shows the emotions clearly and you don’t have to dig to deep to figure out what the meaning of the picture is.
